The feds don't have that many real jobs-- protecting the borders is one of them and I'd demand the feds pay for sealing the border and jailing illegals and deporting them. The feds push all kinds of unfunded mandates on states like Sp-Ed. It should all be ended immediately. If the feds want the states to do something, the feds should pay for it. Better yet, leave the states the hell alone.

If Arnold can get a budget that cuts spending and doesn't raise taxes, I'd support a big payout-- to be used for savings or for transportation upgrades in the state.

What did the "The state" pay to the Fed? ...Is he talking about the taxes I and ever other federal tax payer pays to Washington ... I'm not sure "the state" of California paid any of this $50 billion... instead every individual California and California business paid these taxes to the federal ...just like everyone else in the rest of the U.S did....
If your going to give the money back to any one give it back to he people who paid it in...

When New Jersey gets even 80 cents back for every dollar it sends to Washington (the real amount is less than 70 cents), I'll be willing to listen to other states talk about being "short changed".

It's just that THIS article highlights the latter.
And, as to the latter, all I've heard Arnold discuss is reimbursement for the federal government's unfunded mandate that the state NOT cut off illegal immigrants from social services, the net (i.e., after accounting for benefits such as cheap labor) marginal cost of which last year was $12B. How much did your state spend last year on social services to illegals -- something that the federal courts have barred California from reducing?
