can anyone provide explanation why the netherands let alien culture in droves while at the same time blocked immigration from Central and Eastern Europe?

In the early '70's there was a shortage of cheap unskilled workers. The Iron Curtain was still there, so they looked further away. People from Spain and Portugal were not really willing to come over, so they asked people in Turkey and Morocco.
