Not all drug addicts are hardened criminals. I agree with you - in fact, I don't think drug addicts should be prosecuted at all. I have known people who have been invoved with prescription and non-prescription drug abuse. My bad - I thought the first quote was yours but I was wrong - I have no quarrel with what you say.
