They don't. Look at Canada, we (I'm Canadian) have spent over 1 billion on a gun registry that was only suposed to cost 2 million. The dems don't like spending 87 billion in Iraq and Afghanistan, think of the cost to register all weapons in the US. While Canada has spent all this money to register guns the crime rate has increased, the police in Toronto and I believe Vancouver have said that this does not work and 8 or 9 out of 10 provinces have said they will not enforce this law. I wont even bother telling you have restrictive gun laws are here anyway.

Civilians, however, should be required to demonstrate a good reason for having firearms.
What is a good reason to him? Self defence, target practice and hunting are all good reasons to me, and you'll never prove someone doesn't need one for any of these reasons.
