I guess Congress can “call” for a grand jury. But Grand Juries are run by prosecutors or jurisdictions. The Congress doesn’t have the authority to prosecute. That is one of the separations of the branches.
I don’t claim to know HOW to do it, but I pray there are patriots still available to do some heavy lifting .
