It's everyone of them, in DHS and Biden and Harris and a lot of democrats in congress and on TV who had knee-jerk reactions to the event with the border patrol agents on horseback.

Since the image was one of an American icon - a white manly man on a horse in a cowboy hat, beating a poor benighted black man on foot - I’d suspect it was one of the androgynous Obama freaks still infesting the WH.
