Actually, quite often the case is that, a democrat makes up story or a conspiracy, and hands it to the media for their 'reporting' and 'investigation', and the media reports it as a true story or events under investigation. Then, the democrat(s) in question point to the media story as something that is damning to the republican being investigated, and the story or conspiracy takes on a media-wide full-fledged real story that makes the republican look bad, especially before an election. Such was the case behind the Russia/Trump collusion farce.
