True, and money only has a significant impact when people aren’t paying much attention or don’t see much difference between the candidates*, but when difference are clear, and one side is angry, money has virtually no effect.

It sure seems to have had a big effect when Murkowski ran as an independent and beat the conservative Republican nominee in 2010. She had way more money to spend.
