Exactly, political districts that engage in voter fraud need to be punished for their criminal behavior. That means ALL ballots are discounted. When the corrupt urban areas “clean up” their dishonest voting behavior, they get their votes counted.
We have tougher standards for college athletics then federal elections. When an athlete or coach gets caught cheating, the whole program gets punished not just guilty parties.
These urban areas have been inflating their numbers for a variety of reasons:
1) Illegal alien transients give them a disproportionate advantage in the House of Representatives, which transitions over to the electoral college in Presidential elections. Rural areas also sabotage their advantage by not filling out Census forms, due to their suspicion of government.
2) Urban areas inflate their numbers so they benefit from Federal grants and other handouts based on population, economic need, gender, and race.
Voter fraud will continue in the usual places, till people get fed up and demand punishment for the perpetrators.
Democrats will not be punished as long as Republicans cede government bureaucracies to them. We are paying a big price by being private sector orientated.
