If they control both houses and the White House, they could do it. It might turn out to be political suicide, but then they are deranged enough to do it anyway.
The Republicans control the Executive, the Senate and, if Trump and McConnell can get a constitutional conservative judge to replace RBG, then they will control the Judicial, as well.
Not sure, except for a lot of hateful bluster, how the democRATS think they will be able to do anything substantive. They might start impeachment hearings against Trump again but where will that take them? Nowhere.
