Don't they need an amendment to the Constitution to make the District of Columbia a state?

The only other option is to make a new 10 square mile district somewhere else as the seat of the government, and then try to make the District of Columbia a state (after getting consent from Maryland and Virginia that ceded the original land).

I believe that the retrocession of D.C. territory to Virginia in 1847 sort of takes Virginia out of that particular conversation.
