If you are dumb enough to approach a line of armed PEOPLE, touch or gesture towards in ANY way, and had been warned to back off, a little shove should be the least of your problems.
Especially if he didn’t know where the Police may be coming from or heading to.
I realize a stumble is a stumble BUT if he is (as has been indicated) a professional agitator, that stumble may have been rehearsed.
His legs seemed awful ‘straight’ when he landed, not akimbo as a stumble usually causes.
Regardless, if one is going to open the door to the lions cage at the zoo, and walk in, don’t be surprised if a lion is going to ‘talk’ to you..
