Bolton was brought on to be the ‘bad cop’. I can guarantee that he doesn’t ‘go off the reservation’. His perceived ‘ultra-hawk’ reputation lets POTUSVSG come off as reasonable. He is filling that role pretty well, otherwise the President would have let him go.
