Of course the 'rats want to protect Mueller. It is blatantly obvious that his entire "investigation" has been based on lies and that from the very beginning - even before it was a thing - it was conceived as a thinly veiled political witch-hunt. The problem for the 'rats is twofold. One, not only did Mueller fail to come up with anything even remotely substantive against the President, in spite of millions of dollars and going on two years of fraud, waste, and abuse... Worse, second, the only damning things that have been exposed all point back to the 'rats and their illegal activities.

So the 'rats know there's nothing to go forward with. However they can't let Mueller and his political hacks take the heat (and prosecutions for fraud waste and abuse they so richly deserve) because he might just out *all* the things he's found - which would be even more damning for the 'rats. So they're stuck with him, an illegal bastard tar-baby they don't know how to gracefully close down but an entity with a life of it's own, going nowhere and generating increasing embarrassment.

If the Democrats win a large majority in Congress, they may start impeachment proceedings.

If they don't, they won't.

If they start the impeachment process or if they promise to start impeachment, it may backfire on them.

They may have learned from the Clinton impeachment how impeachment proceedings could fail and hurt them.

Clearly, the best strategy for the Democrats now is not to promise impeachment but to leave the door open for it if circumstances are favorable.
