I work in Emergency Management. I have the codes to trigger mass notifications. The “events” are generally pre-written. For example, the template for a Mass Casualty Incident is already written by with tags that say [location] [type].

You have to go through a process that says...”Do you really want to do this? (More than xxxx recipients.)”. You have to say yes at least three times and the default is “No.”

My guess is that it was a political act done by the lowest level employee with access, wanting to scare people about Trump, back when they thought they could get a quick impeach.
