I work in Emergency Management. I have the codes to trigger mass notifications. The events are generally pre-written. For example, the template for a Mass Casualty Incident is already written by with tags that say [location] [type].
You have to go through a process that says...Do you really want to do this? (More than xxxx recipients.). You have to say yes at least three times and the default is No.
