Years ago, there was a goodly sized industry that took old tire carcasses, buffed off the old remaining tread, and applied reprocessed rubber molded into a new tread, and and sold them as “recaps”. However these retreaded tires were of rather poor quality, unable to sustain more than 20 mph for any extended period of time, and had the annoying habit of delaminating out on the highway, leaving the vehicle with a very unsafe condition, a wheel running practically on the cords.
Putting “Joe the Groper” back in as a candidate is analogous to putting one of these retreads out on the road. That is the underlying meaning of “retreads”.
