Some of us are stuck in NJ because we have kids in school and do not want to uproot them in the middle of it (particularly if they are in a good private school), or are bound by a divorce decree, or are still waiting for the housing market to recover enough that we don't take an enormous loss on our house...

There can be many reasons. My countdown to departure from this state is somewhere between 4-6 years. Not happy about it, but like many others, don't really have the option to leave at the moment.
