Bush-4l was just never that ambitious as a President to begin with. His ratio of “Veto” to “Signed” was DISMAL, passing virtually everything that crossed his desk, with a special outreach to Ted Kennedy’s agenda.
Only the response to Saddam Hussein’s invasion of Kuwait redeems him in the least, and the “softball” approach to the Saudis both before and after the the events in the Persian Gulf diminish even that.
If there was to be an invasion anywhere in the Middle East, it should have been to capture the capital at Riyadh, and the Saudis deposed. Unfortunately, there are no “moderate” Arabs in all of Saudi Arabia, so whoever took over would be at least as militant as the Saud family.
