McCain first needs to rally Congress to successfully propose a global warming amendment to the Constitution to the states.
Otherwise, if post-17th Amendment ratification McCain ignores securing the required express constitutional consent of the states before leading Congress to officially tackle global warming issues, then he will be doing the following imo.
He will be unconstitutional pushing for the feds to steal state powers and uniquely associated state revenues, revenues stolen by means of unconstitutional federal taxes according to the Gibbons excerpt above, probably for the purpose of unconstitutionally redistributing wealth under the guise of politically correct global warming.
