Sorry, but that statement shows a fundamental misunderstanding of everything.
The election is determined by the votes throughout the country. The ignorant author meant to say that there are 17 counties whose votes we can’t figure out, and the unpredictable decisions made by those voters, if we knew them, would enable us to predict with certainty the outcome of the election.
Words have meaning.
The EC determines who is elected president, not the national vote totals. These counties can tip the balance of the state they are in, and in so doing determine the EC winner.
The author never attempts to predict the outcome of who will be elected, only that these counties hold the votes that can tip the balance of the state they are in.
Political strategies focus on Battleground States, but the professor behind this analysis drills down to certain counties within those states that can tip the balance.
Soros has already admitted that Trump will win the popular vote, but states it doesn’t matter as the EC will be won by Hillary or whoever might replace her.
