I favor bringing back the draft for every American male and female. Use them for logistical purposes from KP to driving truck and as a basis for every American to serve in the regular military. It was once a passage to adulthood. We need to quit paying over paid but taxpayer trained contractors that exit the military for more money. It would give every young American a mission with educational benefits.
