Trump is not involved in this. His team dropped the ball and left the delegate selection process to either liberal, establishment Republicans in the Jeb Bush/Lindsey Gramnesty arena.
Cruz, being a conservative, got involved and beat the Bush/Gramnesty RINOS.
Trump is only of passing relevance to this issue.

Cruz is loading the rules committee with his delegates and they will put forward changes intended to give him the nomination. However, the new rules will require a vote, not sure how that will work out.
This is exactly what the time & concentration on the delegates is all about.
Likely being orchestrated by Our Principles PAC for Cruz.
Someone alluded to this plan for Cruz on a state party facebook page. It confirmed my suspicions.
