The bill authorizing and funding the border fence was already passed, in 2007, long before Cruz joined the Senate. We don’t need to pass any more laws, we just need an administration willing to implement the law.

Yep that was for some 700 miles of double layered fence of which about 600 miles or so was
finally completed. No additional money has been authorized since for any additional fencing,
walls, or barriers that I find.

PS....

The Secure Fence Act was for the western portion of the border running along a land border. It will be interesting to see what developes with regards to the Texas portion which involves the Rio Grande River which uses the middle of the river as the border. So do you build the border wall on the Texas side and cede the Rio Grande to Mexico or devise some other type barrier. Personally I think with enough money you could patrol that part of the border 24/7 and use lighting, etc and become effect. Not all the distance needs 24/7 patolling because of the natural barriers, clift walls, etc.

For sure it needs much better contruction than what has existed.
