Wyoming is the state where the EPA decides to do test wells to 'prove' that fracking ruined ground water. They picked an area very close to a town with historically bad water and with a perched water table which essentially has captured all pollutants introduced at ground level since there was a town. One of the test wells was drilled into an oil bearing rock layer, and the EPA actually added some contaminants in the process (bad engineering/execution), the other was so poorly constructed the USGS refused to test it.
In a bureaucratic snit, the town of Pavilion, Riverton, and a million acres of Wyoming were given by the EPA to the Wind River Tribe. (Still contested, because changing the borders of a State cannot be legally one without Congressional approval.).
Donald said he'd keep the EPA back in Iowa.
Cruz won.
