I don't think you can blame Clinton for the Chinese having an incredible facility for espionage. Long before Clinton, Larry Wu delivered the goods for 3 decades, from Eisenhower thru Reagan. And it started in 1952, after China became a communist autarky. This Communist spy was one of the founders of the JPL, and was allowed by Eisenhower to return to China, where he founded their ballistic missile program. Ultimately, the policy of not having fried a single spy since the Rosenbergs has worked against us. Most of the people involved in espionage since then have had an economic incentive. Add Old Sparky to the calculation, and the incidences are likely to take a dive.

He (like the presidents of the last 100 years) rode the wave that began with the invention of the Hollerith machine in 1890, and accelerated with the invention of transistors in the 1940's. As to the housing bust, and the bogus accusations of discriminatory lending that led to boom and the inevitable aftermath, I recall Greenspan (a disciple of Ayn Rand and no Democrat) leading the charge. Dubya pushed banks to lend to minorities, setting numerical targets for them to achieve, rather than merely requiring that loans be issued to minorities (i.e. blacks) in roughly the same proportions (relative to population numbers) as those for whites, as Clinton did.
