The weapons were purchased LEGALLY in California. No need to go to either Arizona or Nevada to purchase the arms.

The modifications done on the weapons is illegal under Federal law, wouldn’t it seem? Certainly, no statute authorizes the construction of pipe bombs or other IEDs, does it?

The fact that the improvised explosive devices were not used in the assault on the banquet hall in no way excuses the construction of them. Against the law is still against the law, and mere possession is a violation.

Most likely not; if I read it correctly the modification had to do with replacing the Cal mandated magazine release/tool required button with an otherwise/other state standard button. They are probably illegal in California only.
