OK, you found one, well maybe not.

>>>A supplemental premium paid by all individuals eligible for Medicare Part A was to finance the expanded coverage because of high federal budget<<<

I didn’t realize that an Entitlement was something that the Beneficiaries actually PAID for. Then those same Beneficiaries demanded that it be repealed. Silly me.

Thanks for playing. I appreciate your trying to rise to the challenge my question raised.

https://en.m.wikipedia.org/wiki/Entitlement

“An entitlement is a government program guaranteeing access to some benefit by members of a specific group and based on established rights or by legislation.[1][2] The term may also reflect a pejorative connotation, as in a “sense of entitlement”. A “right” is itself an entitlement associated with a moral or social principle, such that an “entitlement” is a provision made in accordance with a legal framework of a society. Typically, entitlements are based on concepts of principle (”rights”) which are themselves based in concepts of social equality or enfranchisement.”

In my view all programs associated with Medicare are Entitlements. Even though the Seniors were paying premiums for those benefits some were being subsidized by the higher premiums the wealthier were forced to pay by the progressive rates.
