I didn’t realize that an Entitlement was something that the Beneficiaries actually PAID for. Then those same Beneficiaries demanded that it be repealed. Silly me.

In my view all programs associated with Medicare are Entitlements. Even though the Seniors were paying premiums for those benefits some were being subsidized by the higher premiums the wealthier were forced to pay by the progressive rates.
