No - in theory, all tax and spending bills start in the House. In practice, each chamber has identical legislative powers.
The Senate is empowered to ignore any law passed by the House. The House is empowered to ignore any law passed by the House.
Boehner did not ignore S.744. He invoked the “Hastert Rule.” Since less than 50% of Republican Congressmen supported S.744, Boehner refused to bring the Gang of Eight Amnesty to the floor of the House.

So, if I understand you, Max, the Senate can't make laws, but Ted Cruz can make Amendments to laws that don't exist?

Doesn't seem to say anything about spending. Is there a law or other section I'm missing?
