Congress is more favorable to the act..because of all the special interests, but they know they will be out on their butt if they vote for it.

That's why I fear the lame duck session. Boehner wants a signature accomplishment, and that would be it. Later, he announces his retirement at the end of 2016, setting the stage for his next career at the Chamber of Commerce.

The other RINOs who vote for it then have two years to plan their next gig in DC.
