His congratulations was followed by this comment:

SO, it was an UNHAPPY Cruz who said "I certainly congratulate...Cochran".
In a subtle way, he even suggested there were problems with the election BEFORE fraud was found....which he couldn't possibly have known about immediately after the election since it's only been proven since then:
Listen: this is nothing new, he said. We see mischief where you have people from the other party vote in your primary because they think that a particular candidate is more vulnerable, more attractive to them for whatever reason. That's part of politics.
If he'd made an immediate accusation of fraud, he'd have been shark food in the media.
Actually, Chaplain, if he had made an immediate accusation of fraud, he'd have been ahead of the curve, which is where we're accustomed to seeing Senator Cruz.
