Ah, you misunderstand me. The current proposal by Luis Guttierez applies to only 8 million illegals and includes fines, taxes and a formal path to citizenship. As part of that deal you end birthright citizenship going forward. You can’t fix it as is, but you can alter the future.

1. Gutierrez has split with the Dem leadership over the issue. His influence is likely nil.

2. Liberal judges will reject any statute that ends birthright citizenship, claiming it unconstitutional. A constitutional amendment would probably be required to end the practice.

Gutierrez' plan is going nowhere.

For the Democrats, there is only one satisfactory outcome to the immigration issue: Votes. Any outcome short of that leaves them with a wedge issue they can hammer the GOP with -- and, to them, that's the 2nd best outcome.

Net:net, there's no point in the Republicans passing any immigration bills until such time as they control the House, the Senate and the Presidency -- so that the process can start with heightened border security.

Even if you could get a Gutierrez bill in the meantime, there is no assurance that this administration would do anything about border security. You simply can't trust them to do what they are required by law to do.
