25 wouldn’t surprise me. As I recall one of the “Atlanta Child Murders” (ca. 1980) was that old.

I am pretty sure Bloombergs statistics include anyone under 21 and perhaps fudged up to 22. I recall one anti-gun study that described anyone aged 25 or less as a "child" for their purposes. Sounds like Bloomberg just did the same.
