A soldier is effective because he works in an organized unit, and relies on that organization and mass of fire to a much greater degree than an individual LEO regularly working alone or in small groups.

What???, You think using BB guns for shooting from the waist and various positions, at targets smaller than a pack of cigarettes, or using adapters to use 22 ammo, or using shooting simulators indoors, is based on practicing mass fire instead of close up accuracy by the individual, shooting at another individual?

These people are Gladiators? How many of them even leave the office?

No, I think that level of marksmanship is not strictly required for a soldier to be effective. Nor do I believe all LEOs are capable of equivalent performance.

I do believe concept and practical performance are often at variance, though performance, good or bad, does not disprove the existence of the concept.
