Those who have received or have not fully paid back student loans?
Those who get agricultural subsidies?
Those who bought cars or home improvements that get an energy rebate (not simply a tax credit, which I assume does not fall under your definition).
Earned-Income-Credit?
Those whose time on Unemployment Comp. easily exceeds what could have possibly been kicked in?
By the time we are done, they may be few people left.

Don’t forget public-screwl benefits. Multiply every kid you have in public screwl by whatever the per pupil amount is. If it exceeds taxes paid, you don’t get to vote.
