That's it, exactly. There are a couple things at work here. First, the Romney Campaign and RNC can't really communicate with - let alone direct - the SuperPACs. Second, because of the plausible deniability afforded by the no-communication rule, the SuperPACs can do a LOT of things that the campaigns cant.
So what's happening here is that the Romney Campaign is "broadcasting in the clear" to the SuperPACS, telling them where the Campaign is going to run ads so they can run the really viscious stuff where the Campaign isn't engaged.
I'd guess that the states where the Romney Campaign is running ads are leaners (according to the Campaign's internal polls), while ones like WI and MI are toss-ups or possibly Obama-leaners. In red-leaning states you want to run a mix of positive and moderately negative ads. It's in tossups and blue-leaners that you need the gloves to really come off.
