I was at town hall meeting in Tyler Tx and Rep. Louie Gohmert was asked about Congressman health insurance. His response was everyone thinks Congress gets better health insurance coverage but believe me it lousy insurance.
I think some folks believe they just bop into Bethesda Naval Hospital and get heart and lung transplants or something.
Presidents can do that I suppose ~ a number of them have certainly needed some organ swaps, but most of the more serious medical procedures are actually done at Fairfax Virginia's INOVA hospital near the intersection of Gallows Road and US 50 (near Merrifield) ~ it's one of the world's great hospitals BUT it's a private nonprofit sponsored by Fairfax county (originally).
They operate on the proceeds from insurance payments made to them by health care providers.
I've been there as a visitor several times.
