The big deal is the timing. It's going to hurt him - the other candidates will use it against him. Whether it's fair or not, it's going to be used against him.

It does give credence to the idea that he wasn't planning a run this year, because he asked for it in January, not the past week. Had he been planning a run, he would have avoided this. Plus he made a pledge to the citizens of Texas last year that he would serve out this term if we elected him, again showing that he wasn't planning on a run.
