I'm not sure. The article is the only info I've seen on this suggestion, but I thought it was worth discussing.
The fact that we're even seriously discussing throwing out the tax code and simplifiying it is a huge plus, imho.

Yup! So instead of a sales tax that you had *some* control over, this guy wants a second income tax that you can’t avoid.
Plus the payroll tax is HIDDEN. Congress can get away with raising it by little increments and nobody will notice.
I like the sales tax! :(
