Isn’t ATT headquartered in TX somewhere? It would make sense that he is beneficiary of their political dollars, no?

San Antonio.

AT&T and Verizon both were planning rate hikes after the merger.

Yes, its HQ is in Dallas. And T-Mobile has an operation in Frisco, just north of Dallas, which will probably fall apart if T-Mobile doesnt merge. T-Mobile is HQ in Seattle, and they are not doing so hot right now. So if the AT&T merger happens, some of the Frisco office employees will be able to transfer over to the Dallas AT&T office.

This will be a bad move for AT&T. Their business model is entirely different from T-Mobile, which will result in a nightmare for the T-Mobile side. The only chance this has of being a success for AT&T is if they allow T-Mobile to remain intact. But AT&T's history shows that this will not be the case. AT&T has given no credence to culture in the past. They go after assets while totally ignoring human capital.

Having said that, I believe our government should have no role in preventing this. It is a sad state of affairs when private companies must bribe politicians in order to conduct mergers. The SouthWest Bell gang is running the show, and they are definitely in Rick Perry's camp.
