Perry could have passed that bill if he wanted to but Bob Perry was against it.
David Dewhurst killed that bill. Twice.
Thats when Rick suddenly had to hightail it to California for the last three days of the Texas Special session, when he put it on the calendar for voting. Same with the TSA bill. He could have hung around to promote support but he had important business to take care of in California.
What was it that could not wait three days?
Governor Rick Perry will swing through California this week for private meetings with Republican leaders, potential fundraisers and legislators that will stoke speculation that he plans to enter the 2012 Republican presidential contest.
Perry is scheduled to hold a closed-door event Thursday morning with business leaders in Beverly Hills, a city known as a rich source of campaign dollars. He then heads to Newport Beach in Orange County, where he will meet privately with Republican Party officials, before flying to Sacramento to meet with several dozen GOP legislators.
It will be the Republican governors second trip to the nations most populous state in less than three weeks.
Well, never mind that darn sanctuary cities legislation Texas needed, just use the Boy Scouts as an excuse to get to the establishment GOP for closed door meetings.

This is classic Rick Perry. Establishment GOP, all the way.
