Dream Act. Read about it. It makes illegals elligible for in-state tuition at texas universities and for grants, etc. Don’t forget the largest portion of uninsured in Texas hospitals are illegals. We all pay for that.

Sounds like you think “open borders” and “sanctuary cities” are good. Rick Perry does.

Read the next to the last paragraph and the fifth paragraph down, and then tell me Rick is not a Big Government, Open borders guy.

I take your non answer to be a concession that unfunded federal mandates makebup a sizable part of those increases. Perry is the only texas governor to cut spending.

The Dream Act does not cost the state that much. And state hospitals are required by federal law to provide care to illegals when they show up in the emergency room. Perry ahs nothing to do with that.
