As I pointed out in an earlier post, population growth was 25% and aggregate inflation over that period actually came out to about 26%, for a total of 51%. The total Texas budget over that time grew about 85%. So the budget grew at about 3% per year after population and inflation. (You have to include the compounding affect of increases year by year. Thus, a 3% per year increase will result in about a 38.5% increase over 10 years.)
