I'm not defending HW Bush, I just remember that Perot hurt him big time during the campaign.
I'm also pretty sure it was a personal matter that started over POW/MIA policy, and went much deeper coming from Perot's own nuttiness rather than the no new taxes pledge.
Clinton promised during the campaign to raise taxes and Perot rarely mentioned that.

The key is Bush lost the enthusiasm race, when he went back on his “no new taxes” pledge. The votes Bush got, were from people who voted AGAINST Clinton, and not FOR Bush.

Perot was running against George Bush Sr. and his challenger, Bill Clinton.
Trump is running against incumbent Barack Obama and his challenger, ????.
There are a lot of very, very, disenchanted middle of the road voters who already gave ‘hope’ a chance.
All we are saying...is give hope a chance. That was Obama’s song to independants in 2008.
What’s his song now? “Born in the USA ... I’m a cool rockin daddy in the USA!”
