Since laser printers were not in common use until the mid-1980s that is almost a certainty. It had to be after 1990 or later

In 2000 the Inspector General released a report on BC fraud. It cited 37 states that provide ‘Computerized Abstract’. Assuming Hawaii was one of these states they likely had it in place before 2000, when this report was generated.
But your point is obvious - what was used to gain a US passport (if so done) for the 1981 (or possible 1983, accounts vary) trips that included countries were Obama had rights to claim citizenship - Kenya and Indonesia.

The last one only 2 days after the original timestamps in the original Factcheck photos that show a fake and forged COLB. Related? Once an anomaly, twice is a coincidence, three times....thats a pattern...
