Did I miss something somewhere? How would Romney be ineligible due to birth status?

Here's a place to start. From the June, 1967 Congressional Record of George Romney his father stirred controversy while he was running for President.

All that is, is one of the routine enterings of something into the congressional record by an individual, it didn’t stir controversy.
