ahhh I saw it. Chicago in 68 or 69 when Chicage police waded into black protesters on horseback wielding billy-clubs. It seems the blacks didn’t like being marginized on the city council after being forced into a few square blocks into slum-like “Ghetto’s in the Sky” With less territory came less aldermen.
