A large part of the problem is that they are waiting for someone (Obama, Bush, their congressional delegation, FEMA), or something (the federal government and its treasury), to come along and save them. If the people of San Francisco had done that after the earthquake, they would still be sitting in a pile of charred ruins. How much federal assistance has New Orleans already received? What is there to show for it? What have they done for themselves? How much more federal tax revenue is going to be flushed down this toilet? What is being done to fix the levees and avoid a repeat? What would these people have done if, after initial relief was provided, the feds would have bowed out?
