From several editorials about Governor Warner's proposed tax referendums under the banner "Where the Paper Stands." The Daily Press said the following:

[I can't get the full articles without a paid subscription]

September 30, 2002

Gov. Mark Warner turned feisty last week with opponents of the fall road referendums in Hampton Roads and Northern Virginia. Good. There's a lot of nonsense being tossed around by those opposed to both ballot issues, and Warner should not hesitate to zestfully rebut it.

From November 6, 2002 following the defeat of the referendum.

You can argue 'til the traffic clears on a Friday afternoon that lawmakers were justified in giving voters the choice, through referendum, to assume a regional approach to working on Hampton Roads' transportation problems. But even many of those who supported the referendum muttered under their breath that this was the wrong way to run the state.

November 5, 2002

Within that context, consider the efforts today, in Hampton Roads and Northern Virginia, to address one measure of the state's revenue crisis -- that part that has left transportation needs unmet and unfunded. Think of the Hampton Roads referendum to raise the sales tax to pay for six priority transportation projects as a little Maalox to help ease the pain.

November 3, 2002

The referendum offers the people of Hampton Roads a new way to solve their problem: deciding locally what roads to improve, raising the money locally and controlling the projects locally -- through the Hampton Roads Planning District Commission.

So, Daily Press, which is it? Are you, like Tim Kaine, now changing your views for political expediency?

I'm just tired of the spam from the Kaine campaign. I have no idea where they got my e-mail address, but it's quite a pain. (a Kaine Pain?)

Kilgore champions rural roots
By Christina Bellantoni
THE WASHINGTON TIMES
October 19, 2005

Jerry W. Kilgore often evokes his hometown of Gate City while campaigning to be Virginia's next governor.

The small town in Southwest Virginia is filled with good people with good values, and he and twin brother Terry grew up on a tobacco and cattle farm and learned about the benefit of hard work, he says.

"Growing up in Gate City, some things mattered a lot, and others didn't matter much at all," Mr. Kilgore says in a biographical video explaining his rural roots. "Responsibility mattered, hard work mattered, family and faith mattered."

It's those values the Republican professes as he touts a reform agenda on the campaign trail.

Mr. Kilgore was the first in his family to go to college. After law school, he served as an assistant commonwealth's attorney for Scott County, Va., and as an assistant U.S. attorney for the Western District of Virginia.

In 1994, then-Gov. George Allen, a Republican, tapped Mr. Kilgore, then 32, to be his secretary of public safety. Mr. Kilgore worked with Mr. Allen when the Allen administration abolished parole. Mr. Kilgore managed 11 state agencies, including the Virginia State Police and the Department of Corrections.

Polling Memorandum
To Kilgore for Governor Friends & Supporters

From Ken Hutcheson, Campaign Manager
Virginians for Jerry Kilgore

Date October 23, 2005

Re New Mason-Dixon Poll

With just two weeks to go until Election Day, Jerry Kilgore has the momentum and lead in the polls thanks to the support and dedication of thousands of Virginians just like you. The new Mason-Dixon poll released today has Jerry Kilgore leading Tim Kaine 44% to 42%. This poll, however, confirms what we have known all along: this race will be close and we cannot afford to take anything for granted - nor will we.

This poll confirms that Virginians are seeing through Tim Kaine's misleading and negative TV and radio ads, web sites, and cynical rhetoric. Moreover, this poll shows that Tim's Kaine's negative ratings have almost doubled since the last poll. Even his endorsement ad from Mark Warner failed to give his campaign the lift they were hoping for because Virginians want a Governor who doesn't stand in the shadow of another - but rather an individual with a record of accomplishment and who shares their values.

Jerry Kilgore has a record of accomplishment as Secretary of Public Safety and Attorney General in bringing about common sense reforms to improve the lives of all Virginians, and shares the values of a majority of individuals in the Commonwealth. As Governor, Jerry Kilgore will work for Better Pay for Better Teachers so that our children get a better education; provide a $500 education tax credit; get traffic and commerce moving again; continue his work to combat gangs and domestic violence; address the growing crisis of those illegally in this country; and create a Commonwealth of Opportunity with 250,000 net new jobs, and reducing the tax burden on Virginia businesses and families.

With a race this close, every vote will matter. It is going to come down to our final Get-Out-the-Vote (GOTV) operation and we need your support to ensure our GOTV effort is fully funded and staffed. Please consider making a contribution today to help fund the GOTV program or sign up to volunteer for one four-hour shift in the last 96 hours of the campaign.

Bill Clinton just raised $1.5 million at two events for Kaine while John Kerry is sending out emails to his supporters asking them to volunteer for Tim Kaine. Exactly what does this liberal support say about his trivial claims that he is a Virginia conservative? Needless to say, we need your help to counter the resources these national liberal politicians have generated for the Kaine campaign.

Jerry and Marty are appreciative of your efforts and generous assistance to get us to this point in the campaign. They are working tirelessly day in and day out to keep the momentum headed in the right direction - and we need you to continue to assist them by talking to your friends and neighbors about the importance of electing Jerry Kilgore as Virginia's next Governor. The "Countdown to Victory" has begun and we are in a strong position to win on November 8. Thank you again for all of your hard work and dedication to our winning cause.

I hope you will take a moment to review some of the pertinent quotes and analysis from the various newspapers around the Commonwealth below:

Kilgore Winning Rural Virginia Decisively & Tied in Kaine’s Home Region

Kilgore, a former attorney general, is ahead in the GOP's rural strongholds: Shenandoah/Piedmont, Lynchburg/Southside and Roanoke/Southwest. (Richmond Times Dispatch, 10/23/05)

Kilgore and Kaine are deadlocked at 43 percent in the key battleground of the Richmond metropolitan area, Coker said. (Charlottesville Daily Progress 10/23/05)

In the Shenandoah Valley and Piedmont region, which includes Charlottesville and Albemarle County, Kilgore holds his largest advantage as 56 percent back him, 33 percent support Kaine, 4 percent support Potts and 7 percent are undecided.

Kilgore remains ahead in the Lynchburg and Southside region, where 44 percent support him to 41 percent for Kaine, 4 percent for Potts and 11 percent remain undecided.

Kilgore also leads in the Roanoke and Southwest Virginia region, where 47 percent back him, 37 percent support Kaine, 4 percent back Potts and 12 percent are undecided. (Charlottesville Daily Progress 10/23/05)

In Hampton Roads, it is a Margin of Error Race

In Hampton Roads, Kaine leads Kilgore 45 percent to 42 percent... (Daily Press 10/23/05)

Kaine’s Negative Ratings Doubled in One Month—Smear Campaign Against Kilgore Appears to Backfire

The unfavorable name recognition for Kaine doubled in one month from 11 percent to 22 percent... (Charlottesville Daily Progress 10/23/05)

Kaine’s unfavorable rating has doubled over the past month, from 11 to 22 percent. (Lynchburg News Advance, 10/23/05)

Bottom Line: It ALL Comes Down to GOTV

"This poll says the race is a total tossup," said Larry J. Sabato, a political analyst at the University of Virginia who has monitored state politics for more than three decades.

"It could go either way. Last-minute events, gaffes and glitches will determine the result, along with the [get-out-the-vote] programs." (Richmond Times Dispatch, 10/23/05)

“There is no trend to either one,” Sabato said of Kilgore and Kaine. In that event, the closeness indicates that “turnout and get-out-the-vote operations will make the difference.” (Charlottesville Daily Progress 10/23/05)
