He's not shown to be a member of the Rapid City City Council, but on his website it says he is a member of the "Common Council." I don't know what that is or how it relates to the city council. Apparently this is the second time around that Partridge is running for Congress, having lost the nomination to Larry Diedrich. I just don't think he is the candidate to take down Herseth. As was said, we need a statewide officeholder.

Absolutely. If I were Secretary of State or AG or something and wanted to run for Governor in 2010 (when Mike Rounds is term-limited) I'd see defeating Herseth as my ticket to the 2010 gubernatorial nomination. The Lt. Gov. might as well run for reelection, since he would have a good chance of becoming governor in 2008 (assuming that Rounds runs for the Senate and defeats Tim Johnson), but for the other statewide officeholders this may be their best shot at something big.
