Candidates differ on statewide referendums
While Kilgore favors them, Kaine says they shouldn't be the only way to raise taxes

Republican gubernatorial candidate Jerry W. Kilgore yesterday defended his proposal to require a statewide referendum before any increase in the state sales, income or gasoline tax could be enacted.
"Government should not tell the people how much it wants -- the people should tell government how much it gets," he said.
